Form a Tax-Resident Seychelles Company Taxed at Just 1.5%
A Special Licence Company (CSL) is a Seychelles domestic company that pays 1.5% tax on its worldwide income, uses Seychelles' double-tax treaty network, and can hold a tax residency certificate - things an IBC can't do.

What is a Seychelles CSL?
A Special Licence Company (CSL) is a Seychelles domestic company that holds a Special Licence granted under the Companies (Special Licences) Act 2003 and regulated by the Financial Services Authority (FSA). Unlike an International Business Company, a CSL is treated as tax resident in Seychelles. That single fact changes everything: it is taxed at a flat 1.5% on its worldwide income, it can use Seychelles' growing network of double-taxation treaties, and it can obtain a Seychelles tax residency certificate. The trade-off is more substance and reporting than an IBC - the FSA reviews your business plan, and the company files audited accounts and an annual return every year. It's the structure people reach for when they need a low-tax company that other countries' tax authorities and banks will actually recognise.
Why form a Seychelles CSL?
1.5% tax on worldwide income - the CSL is tax resident in Seychelles and taxed at a flat 1.5%, with relief available against foreign tax already paid.
Treaty access - as a tax-resident company, a CSL can use Seychelles' double-taxation agreements with countries such as China, Indonesia, South Africa, Cyprus, Thailand, Malaysia, Mauritius, Botswana and Oman.
Tax residency certificate - a CSL can obtain a Seychelles tax residency certificate, which an IBC cannot, helping satisfy banks, partners and foreign tax authorities.
A recognised, low-tax wrapper - because it pays tax rather than nothing, a CSL sidesteps much of the suspicion attached to zero-tax entities.
Flexible business scope - it can be a holding, headquarters, marketing, consulting or franchising company, or the corporate wrapper for an FSA financial-services licence.
Foreign ownership and privacy - 100% foreign ownership is allowed, and beneficial-owner details are filed confidentially, not on a public register.
Is a Seychelles CSL right for you?
Good fit:
international holding and investment companies
regional headquarters
marketing and consulting businesses
franchisors
intellectual-property holders
groups that need treaty relief or a tax residency certificate
applicants who need a taxed entity to sit behind an FSA licence such as a securities dealer or investment fund
Not a fit: a simple international trading or e-commerce business that just wants the cheapest, fastest setup - that's what the IBC is for. The CSL carries more cost, more substance and audited reporting, so it only makes sense when the treaty access, tax residency certificate or licensing wrapper is worth that overhead. If you're unsure, we'll walk you through the IBC-versus-CSL choice honestly before you commit.
