A country can be friendly to crypto in two different ways: it can leave an individual’s gains untaxed, or it can give a crypto business a licence to operate under. Few places do both. In this post, we’ll walk you through the countries where personal crypto gains are not taxed and the exact condition attached, the jurisdictions that license crypto businesses, and what reporting starts in 2027.

Quick Summary

  • Eight jurisdictions leave an individual’s crypto gains untaxed under a stated condition: the UAE, Switzerland, Singapore, Hong Kong, Germany, Portugal, El Salvador and the Cayman Islands.

  • The condition is usually a holding period (more than one year in Germany, 365 days in Portugal) or private investing as opposed to trading (Switzerland, Singapore, Hong Kong).

  • Every jurisdiction we list for crypto businesses requires a licence or registration before the business starts, from Dubai’s VARA to the Seychelles FSA.

  • Seychelles licenses virtual asset service providers under its 2024 Act and taxes licensees at 1.5% of assessable income, and an IBC cannot provide virtual asset services without that licence.

  • Under the OECD’s Crypto-Asset Reporting Framework, 46 jurisdictions start exchanging crypto account data by 2027 and 27 more by 2028, Seychelles, the UAE, Singapore and Switzerland among them.

Tax on an individual’s crypto gains

Condition

UAE

Not taxed

Personal investment income is outside corporate tax at any amount; an individual’s business activity is taxed once turnover passes AED 1 million a year

Switzerland

Not taxed

Tokens held as private assets; commercial trading is taxed as income, and holdings fall under cantonal wealth tax at year-end value

Singapore

Not taxed

Gains on shares and other financial instruments, digital tokens included, are treated as personal investments; trading gains are taxable

Hong Kong

Not taxed

Digital assets bought for long-term investment; assets held as trading stock are chargeable to profits tax (DIPN 39, paragraph 46)

Germany

Not taxed after one year

A private sale is taxable only where no more than one year passed between purchase and sale, and crypto counts as such an asset (Federal Fiscal Court, IX R 3/22); within the year, gains stay untaxed if the year’s total is under EUR 1,000

Portugal

Not taxed after 365 days

Crypto that is not a security, held for 365 days or more (IRS Code, article 10(22)); shorter holdings are taxed at 28%

El Salvador

Not taxed

Exchanges in Bitcoin are not subject to capital gains tax (Bitcoin Law, article 5); gains on digital assets under the Digital Assets Issuance Law are exempt (article 36)

Cayman Islands

Not taxed

None: the Cayman Islands does not have direct taxes

Each rule covers tax residents of that country. Portugal’s exclusion drops away where the taxpayer or the counterparty is resident outside the EU, the EEA or a state with a tax treaty or information exchange agreement with Portugal. The wider list of countries with no income tax covers salaries and business income.

UAE

In Dubai, the Virtual Assets Regulatory Authority was set up in March 2022 under Law No. 4 of 2022 and covers every zone of the emirate except the Dubai International Financial Centre. A firm carrying on virtual asset activities in or from Dubai must be licensed by VARA before it starts. VARA regulates eight activities, from advisory, broker-dealer, custody and exchange services to lending, investment management, transfer and settlement, and issuance. Licensing runs in two stages: an approval to incorporate, then the VASP Licence itself.

UAE corporate tax is 0% on taxable income up to AED 375,000 and 9% above it, for financial years starting on or after 1 June 2023.

Switzerland

Switzerland has no single crypto licence. FINMA states that trading with virtual currencies falls under the Anti-Money Laundering Act, and a business subject to that Act must join a self-regulatory organisation. A FinTech licence applies to a firm that accepts client deposits of up to CHF 100 million or takes collective custody of cryptobased assets. Multilateral trading of DLT securities needs a DLT trading facility licence.

Companies pay a federal profit tax at a fixed rate of 8.5%, with cantonal and communal taxes on top.

Singapore

Digital payment token service is one of seven payment services the Monetary Authority of Singapore regulates under the Payment Services Act 2019. Providers hold a standard payment institution or major payment institution licence, depending on volume.

Since 30 June 2025, a Singapore provider that serves only customers abroad needs its own licence, and MAS has said it “will generally not issue a licence”. Companies are taxed at a flat 17% of chargeable income.

Hong Kong

Centralised trading platforms that operate in Hong Kong, or actively market to Hong Kong investors, must be licensed by the Securities and Futures Commission. Security tokens fall under the Securities and Futures Ordinance and other tokens under the anti-money laundering ordinance. Stablecoin issuers have had a separate regime under the Hong Kong Monetary Authority since 1 August 2025.

Corporations pay profits tax at 8.25% on the first HK$2 million of assessable profits and 16.5% above it.

El Salvador

A business that provides digital asset services from El Salvador, or actively markets them to clients there, registers with the National Commission of Digital Assets (CNAD). The initial registration fee is US$5,475.

Under article 36 of the Digital Assets Issuance Law, registered providers are exempt from income tax, VAT and municipal taxes on their digital asset activity, and the exemption extends to dividends paid to their shareholders.

Cayman Islands and BVI

The Cayman Islands runs two tiers under the Virtual Asset (Service Providers) Act. Since 1 April 2025, custody services and trading platforms need a licence from the Cayman Islands Monetary Authority, and other virtual asset services need registration. There are no direct taxes.

In the British Virgin Islands, the Virtual Assets Service Providers Act, 2022 has been in force since 1 February 2023. Providers register with the Financial Services Commission. The BVI does not levy corporate income or capital gains taxes on companies.

Seychelles

Seychelles has licensed crypto businesses since the Virtual Asset Service Providers Act, 2024 came into force on 1 September 2024. The Financial Services Authority (FSA) licenses four activities: wallet providers, exchanges, broking and investment providers. Only a Seychelles domestic company or an IBC can apply.

The base fee is added to the fee for each activity, and the licence is renewed by 1 January each year. A licensee needs real presence in Seychelles:

  • a resident director who spends at least 183 days a year in the country

  • an office and suitably qualified staff

  • at least 2 board meetings and 4 management meetings in Seychelles each year

From 1 January 2025, a licensed provider pays business tax of 1.5% on its assessable income (S.I. 102 of 2024).

An IBC on its own is not a licence, and virtual asset services are part of what an IBC cannot do without a licence. The FSA restated this in Circular No. 5 of 2026, dated 14 August 2026: an IBC may not undertake virtual asset services in or from Seychelles unless it is licensed under the Act, and incorporation “does not constitute or substitute any licence”. The licence is required even where every client is outside Seychelles. Mining and mixer or tumbler services are prohibited outright, and operating without a licence carries a fine of up to SCR 5,250,000.

We prepare the application and the company behind it through our Seychelles crypto licence service.

Countries Where Crypto Is Banned or Restricted

Two countries restrict crypto outright. In China, virtual currency-related business is an illegal financial activity and overseas providers may not serve anyone in the country, under a notice of the People’s Bank of China and seven other bodies dated 6 February 2026. In Algeria, banks and Algérie Poste must identify, block and prohibit operations linked to virtual assets, under Banking Commission Guidelines No. 06/2025 of 12 November 2025.

Does Moving Make Your Crypto Gains Tax Free?

Only if you become tax resident in the new country and stop being resident in the old one. Three things decide the outcome:

  • Residency. Every exemption in the first table belongs to residents. Your current country keeps taxing you until its own rules say you have left.

  • Tax on leaving. Some countries tax the move itself. Portugal treats the loss of Portuguese residence as a disposal of crypto, per the tax authority’s guidance on crypto-assets.

  • Reporting. Under the OECD’s Crypto-Asset Reporting Framework (CARF), crypto service providers report their users’ transactions to the local tax authority, which exchanges the data automatically with the users’ countries of residence.

The OECD’s list of CARF commitments, updated 14 September 2026, groups jurisdictions by the year of their first exchange:

FAQ

Which country has zero crypto tax?

For individuals, the Cayman Islands has no direct taxes at all, and the UAE does not tax personal investment income. Switzerland, Singapore and Hong Kong leave private investment gains untaxed, and Germany and Portugal exempt gains after a holding period of about a year.

Is crypto tax free in Dubai?

For an individual investing personally, yes: personal investment income is outside UAE corporate tax at any amount. An individual running a business is taxed once turnover passes AED 1 million a year, and a company pays 9% on taxable income above AED 375,000. A crypto business in Dubai also needs a VARA licence.

Where should I register a crypto company?

Register where your customers are and where you can meet the licence conditions. Each of the eight jurisdictions in our business table has a regime to apply under, and in each the licence or registration comes before the first client. Seychelles, for one, requires a resident director and an office before it grants a VASP licence.

How is crypto taxed in the UK?

UK residents pay Capital Gains Tax when they sell, swap, spend or give away crypto, on total gains above the GBP 3,000 tax-free allowance for 2026 to 2027. The rate is 18% or 24%, depending on their taxable income and the size of the gain. Moving abroad ends that tax once you are no longer UK resident under the Statutory Residence Test. If you had sole UK residence in at least 4 of the 7 tax years before the year you left and come back within 5 years, gains made while away on crypto you already held are taxed in the year you return.
